What Is a Tie

A dead heat is treated as a result that failed to arrive — a gap where a winner should be, to be closed by a finer instrument or an extra round. The sport with the finest instruments in existence wrote the opposite into its rulebook. A tie is a reading with content, and a tiebreak does not sharpen it; it asks a second question and records the answer in the first question’s column.

What the rulebook actually says

“It shall be determined to be a tie and the tie shall remain.”

Not a run-off. Not a coin toss. Not a thousandth of a second.

World Athletics, Technical Rule 21.1, in the current Book of Rules. For a place in a final the Technical Rules carry no provision for separating two athletes the image cannot separate. Drawing lots appears in the same rule — and only for advancement or seeding, not for a place.

Few people come for the draw. The whole apparatus of a contest is built to produce an ordering, and when it hands back a level scoreboard the ordinary reaction is that something has gone wrong — that the contest ran and did not do its job. So we reach for the repair. A jump-off, a penalty shoot-out, goal difference, a photo finish, the alphabet, a coin. The tie gets treated as a temporary condition of not-yet-knowing, and the tiebreak as the thing that ends it.

One neighbour named up front so the two are not merged. I wrote a piece on envy that ran on the same compass as this one, and it is the complementary case rather than a second pass. Envy is a reading taken where a symmetry has broken and the resulting rank is read as not permitted to stand. A tie is a reading taken where the symmetry held and no rank is present at all. Same two axes, opposite entries on both, and almost nothing in the argument carries over.

What the ordinary picture commits you to

State it strongly, because the weak version is not what anybody actually believes.

Three commitments. First, that the ordering was there before the contest and the contest is an instrument pointed at it — so a tie is a failure of resolution. Second, that a tiebreak is therefore a finer reading of the same quantity, which is why its answer belongs in the same column. Third, that a tie is an absence, so there is nothing in it to be reported and nothing in it to protect.

Three ordinary situations do not fit inside those commitments, and the first two come out of rulebooks written by people with no interest in metaphysics.

Case one · the thousandth that is admissible for one question and not the other

Track sprinting has the finest resolution of any contested measurement in ordinary life. The photo-finish image is captured at a minimum of a thousand frames per second. The official time, for track races up to and including 10,000m, is converted and recorded to the next longer one-hundredth of a second, and the image’s own time scale is graduated in hundredths. Placings are not computed from a number at all: a judge moves a cursor across the image and reads off the order in which torsos reached the plane of the line.

Now the part that does the work. The thousandth of a second is admissible in that rulebook — it appears as a decision criterion for ranking and seeding position, and for the last qualifying place on time. It does not appear as a criterion for a place. Where two athletes cannot be separated for a place, Technical Rule 21.1 says the tie stands. In a qualifying round the tied athletes advance if there is room, and where that is not practicable lots are drawn — for advancement, not for the place. In a final, nothing is drawn and nothing is re-read. The finer number exists, is trusted, is written into the rules, and is not allowed to answer the question that tied.

The first commitment says a tie is a failure of resolution. The governing body has the resolution, uses it elsewhere, and declines to use it here. That is not a limit of the instrument. It is a judgement about which question the instrument is answering.

Case two · the tiebreak that changes the subject

When the United States Senate divides evenly, the tie is broken by the Vice President, who is not a senator. The clause is Article I, Section 3, Clause 4 of the Constitution: the Vice President is President of the Senate but “shall have no Vote, unless they be equally divided.” The question that tied was which side of the chamber was larger. The question that decided it was which party last won a presidential election. That is not concealed, and the mechanism is none the worse for it.

Football is the same move with better camouflage. Two clubs level on points in the Premier League are separated first on goal difference, then on goals scored. Where the title or relegation or European qualification turns on it, two further criteria are inserted ahead of those: points won in the matches between the tied clubs, and then goals scored as the visiting club in those matches. A championship can turn on how many away goals two sides put past each other in two fixtures out of thirty-eight.

And the leagues disagree with one another. La Liga sorts a two-club tie on head-to-head goal difference before it looks at anything else. The Bundesliga takes overall goal difference first, then goals scored, and only then head-to-head. If a tiebreak were a finer reading of one quantity, a rules committee would have no standing to choose. There would be a right answer and the others would be errors. Instead there is a menu, and picking from it is a legislative act.

The second commitment says the tiebreak reads the same quantity more finely. Every one of these reads a different quantity, and the answer goes into the first quantity’s column anyway.

Case three · the tie that was left standing on purpose

Tokyo, 1 August 2021, the men’s high jump final. Mutaz Essa Barshim and Gianmarco Tamberi both cleared 2.37m without a single failure all competition, and both failed three times at 2.39m. The countback rules ran and did not separate them. An official explained that a jump-off was available. Barshim asked whether they could have two golds instead, and they could: the rule provides that where the athletes concerned decide not to jump further, the tie for first place stands.

The third commitment says a tie is an absence. You cannot decline an absence, you cannot share one, and a rulebook would have nothing there to leave standing. Two men stood on the same step of a podium because the tie was a thing they were entitled to keep.

So the ordering is not simply found, the second question is not the first question at higher magnification, and the level result is not nothing. Something is being reported. The rest of this is about what.

What the foundation says instead

I work from a short list of numbered primitives and results derived from them. The one doing the work today is the compass, and it is the coldest element in the whole document — heavily asserted across the corpus and rarely made to earn anything.

S3: the compass is two orthogonal axes, and each axis is a question rather than a quantity. The real axis asks whether ordering is present and permitted to stand; its poles are hierarchy and fairness. The imaginary axis asks whether anything stands out; its poles are symmetry and significance. That is the whole of the machinery. I take the pole names as the primitive gives them and make no angular assignment, because the bearings are contested elsewhere in this body of work and nothing here depends on them.

Two questions, and a tie is an entry on both. That is why no single-axis account of it works, and it is also why the series has been able to run each axis separately for a month without this subject coming up.

A tie is an entry on two questions, not a blank on one

  • Imaginary axis Does anything stand out? Poles: symmetry and significance. Significance requires a broken symmetry; a symmetry is not significant. A tie reads: the symmetry held. Under the description the contest named, nothing stood out.
  • Real axis Is ordering present and permitted to stand? Poles: hierarchy and fairness. Hierarchy is yes to the ordering; fairness is no to its standing. A tie reads: no ordering is present — which is a different no from the one fairness gives.
The axis questions and pole names are the primitive as written; the two readings in rose are this piece’s argument. No angular positions are assigned. The second reading sits on top of an open problem in the foundation, stated in full below and deliberately not closed here.

The imaginary axis: the symmetry held

Significance requires broken symmetry. In a dead heat, under the description the contest named, no symmetry broke. That is not the absence of a reading. It is a reading, and it has content: on this question these two are the same. It is as informative as any other outcome, and it takes exactly the same equipment to produce.

Notice how badly the ordinary vocabulary handles this. We say the contest was inconclusive, which is false — it concluded. We say nothing happened, which is false — something happened and it was recorded to the same standard as everything else that afternoon. What is true is that the thing we came for did not arrive.

The real axis: no rank present, which is not the same as a rank refused

Here the compass does something worth being honest about. The real axis asks one question with two poles. Fairness is a no to the second half of that question: rank is present and is not permitted to stand. A tie is a no to the first half: no rank is present to be permitted or refused. Both readings land at the same pole, and they are not the same reading. The primitive as written does not separate them.

I am not going to fix that here, and I want to be specific about why. The foundation carries an open problem that is exactly this question — whether fairness is genuinely the antipode of hierarchy, given that meritocratic fairness produces rank rather than abolishing it. A tie is the cleanest case I have found of the seam, because it is the one ordinary word that lands on the fairness pole without being about fairness. A dead heat is not ordinarily described as just.

The open problem, and what closing it would take

The problem
The real axis asks a compound question — is ordering present, and is it permitted to stand — and a single pole receives the no from either half.
Closure route one
Split the question in two and show what that does to the geometry. The cost is heavy: the foundation states plainly that a fifth condition orthogonal to the four cardinals would force the count to eight and change the shape of the whole thing. A split that is genuinely orthogonal is a falsifier, not an amendment.
Closure route two
Show that the two readings are one reading under a shift of description — that “no rank present” and “rank present and not permitted” differ only in which description the reader has named — and say which description does the work. Cheaper, and I cannot currently do it: the high jump case resists it, because the rank genuinely was not there and no description recovers one.
Status
Open. Nothing below depends on which route succeeds, and the rest of the derivation runs on the imaginary axis and on write-protection.

First marked construction

A tie is a reading and not a missing reading. It is the record of a symmetry that held under the description the contest named — positive content, produced by the instrument working, and not a gap where content should be.

We say the contest was inconclusive, which is false — it concluded. What is true is that the thing we came for did not arrive.

Why the tiebreak cannot be a correction

R2, write-protection: records are add-only, and the update a record makes to expectation runs forward and does not re-open. R1: there is exactly one past, one consistent assignment, so on a question whose record is made there is exactly one thing to be right about. The level scoreboard is a mark. It is add-only and it is settled, and no operation performed afterwards reaches it.

So whatever a tiebreak is, it is not an edit. It is a second act, producing a second mark, beside the first. And the framework’s treatment of a mark’s phase says which question that second mark belongs to: phase is fixed by which idea has the actualizer, not by the mark and not by the maker. The jump-off, the goal-difference sum, the away goals, the vice-presidential vote — each of those is a mark serving its own condition, and none of them serves the condition that tied.

Second marked construction

A tiebreak answers a second question and records the answer in the first question’s column. The champion’s name is a true record of the second question. The level result is a true record of the first. Both stand, and the record keeps only one of them where anybody will look.

Columns one, two and four are record; the rules behind column three are cited in the Sources below and quoted there rather than paraphrased. The claim that column three names a different question rather than a finer reading of column two is the argument of this piece and is not how any of these rulebooks describe themselves. The chess row is the general case: Sonneborn–Berger is one of a menu of tiebreaks and the ordering of that menu is chosen by the organiser of each event, which is the point the row is making.

Then why does the finer camera feel like the truth

Because of a slide that is easy to make and hard to see. P6: a condition is a prerequisite in order for something to happen or exist. P7: an idea is a named condition, and naming does not create it — naming makes the relationship conscious. S1: the circumference of conditions is infinite and no enumeration closes it.

Put those together and the answer is neither of the two on offer. The rank is not invented by the rules committee — “first across the line to the nearest thousandth” is a condition, and it holds or fails to hold independently of anybody naming it. And the rank is not simply out there waiting to be measured either, because “first across the line to the nearest hundredth” is a different condition, equally real, with a different answer. Both are on the circumference. What a contest does is name one of them. The rules are not an instrument pointed at an ordering; they are the specification of which ordering will count.

That is the whole of the resolution puzzle. There is no regress, because nothing was ever required to bottom out. A finer instrument does not get closer to the ordering. It names a neighbouring condition and reports on that one.

Third marked construction

The foundation supplies the inexhaustibility of nameable conditions and does not supply a separator for any given pair. “Keep looking and you will find a difference” is a practical expectation with nothing in the primitives behind it — which is why a rulebook can stop somewhere and be right to.

Provisional, and the provisionality is the honest part. S1 says the supply of conditions is not exhausted by any naming; it does not say that for any two things some condition separates them. I have not derived that and I do not think it is derivable from what is written. Two athletes tied at a thousandth are a case where the separator may well exist and the rules stop anyway, which is a different matter again.

What it costs

Two things follow that are less comfortable than the argument that produced them, and the system does not let me keep only the flattering half of either.

The half that goes unsaid about a tiebreak win. If a tiebreak is a second mark rather than a correction, then a title decided on away goals is honestly a title — a real mark, with real standing, earned under a rule everyone knew in advance — and it is honestly not a finding about the question that tied. Both halves are true at once. The person who won a tiebreak did win. They did not become the better of the two on the thing that was level, and no amount of celebrating makes the second mark into a report on the first question.

And there is nothing on offer that makes the second question the right one. R11: the evaluative question is fidelity, not success. R10: every artifact is a miss. A tiebreak rule is an artifact too — a mark made by people, aimed at a condition, falling short of it like everything else — and R12 keeps those people accountable for the mark they made. Nobody gets to say the rule found the answer. R14 finishes the point: a rule is an orientation and a prejudice in a single act, so a committee that elects away goals has by the same stroke declined every other distinction it might have named, and cannot see from inside the choice what it ruled out.

The coin toss comes out of this better than any of them, which is not the conclusion I expected to reach. It is the one tiebreak that makes no claim about the contestants at all. Its honesty is the whole of its merit and it is a real merit.

The ties nobody wrote down

Most of the ties in a life go unmarked. Two candidates who were level on the thing the job was actually about, separated by which of them the room had met before. Two offers, two cities, two people — level on the question you were asking, decided by something you would not defend as the question if anyone made you say it out loud. Under write-protection the record keeps the outcome. It does not keep the tie, because nobody wrote the tie down, and there is no later operation that adds it.

That is not offered as consolation and I am not reaching for the balance in this framework to soften it — that ledger is not invoked here, and nothing outside the present is keeping accounts on your behalf. What the argument does offer is narrower and, I think, worth having: the thing you have been treating as evidence about the two options is in a large number of cases evidence about the second question, and you may not have noticed there was one. Understanding that does not make the outcome different and is on no schedule. If a decision is looping — running many times an hour, not stopping when you are busy — that is work for a person and the person should be a clinician. A metaphysics can take a false weight off a reading. It cannot treat a mind that is grinding, and it must not be offered as though it could.

On a Tuesday

  1. When two options will not separate, stop looking for the finer difference and name the second question. You are going to decide on something. The only choice you have is whether you say out loud what it was. A decision made on “which one I can start on Monday” is a fine decision and a bad answer to “which one is better,” and the trouble starts when the second gets recorded as the first.
  2. Treat a deadlock as a finding. It says the two are level on the thing you asked, which is a fact about them you did not have this morning. That is worth more than most of the analysis that would have been produced by continuing.
  3. Choose the second question before you know which way it points. A tiebreak rule written in advance is legitimate in a way that one written after the results are in is not, and the difference is not about honesty. It is about which condition the rule is serving.
  4. Some ties are worth keeping. Two people can be equally good at the thing and the useful move is to record that, not to manufacture a rank out of tenure or alphabet and then manage as if the rank were real. The rank you invent is the one you will end up defending.

None of which is fatalism, and the foundation is careful about the difference. P5: the host can occupy a position from which its response to a readable condition is revisable. R13: agency is relocated, not abolished, and the host is the site of conscious responsibility. Which condition a contest names is a choice somebody makes, and it stays a choice right up until the marks are in.

A tie is not the contest failing to answer. It is the contest answering, and the answer is that on the question you asked there is nothing to order. What happens next is a different question wearing the first one’s name.

Article 4.1 places the ordered list of tiebreaks in the hands of the chief organiser; the table at Article 5 is alphabetical and is not a recommended order. Recorded precisely because a widely circulated “FIDE order” is not in the Handbook.
  • Deliberately left out. I could not confirm whether any Olympic-specific technical regulation overrides TR 21.1 for a medal tie on the track, and I have not claimed that none exists. I also found no reliable count of how often dead heats occur at elite level and I am not going to estimate one; nothing above depends on the frequency. The Spanish and German league criteria are summarised from each federation’s own regulations and are given only to establish that the criteria differ, not as a complete statement of either.

Whether fairness is genuinely the antipode of hierarchy, given that the real axis asks a compound question and one pole receives the no from either half.
